Preheat oven to 375° F.
In a large skillet, cook ground beef, onion, and celery over medium heat. Season with garlic powder, salt, and pepper. Cook until beef is thoroughly cooked and no longer pink, drain. Stir in thawed corn.
In a 9x13-inch baking dish, pour in cream of chicken soup and sour cream. Stir in beef and vegetable mixture.Top with tater tots, sprinkle with seasoned salt, and bake for 50 minutes or until the mixture is bubbly and the tots are golden brown. At the 45 minute mark, top the tots with shredded cheddar, and finish baking.
